Certificate requests handled from the inbox to the issued COI.
Bluegrass builds certificate of insurance systems for agencies. They check each holder's requirements against the policy on file, issue the certificate when the policy supports them and send any gap to a person.
For most commercial agencies certificates are a constant interruption, and a certificate that misstates coverage is the issuing agency's problem as well as the client's.
What certificate requests involve today
Requests often come with a contract setting requirements such as additional insured status and waiver of subrogation. A service team member checks them against the coverage in force and issues the ACORD 25 or other form from the AMS.
The work is tedious but too consequential to rush, and in a busy construction season it can take a large share of a service team's week.
How automated certificate issuance works
- 01
Read the request
The system reads the request and any attached contract, identifies the client, the certificate holder and the project, and extracts the insurance requirements.
- 02
Check the coverage
Each requirement is compared with the policies on file, including limits, additional insured and waiver endorsements, primary and non-contributory wording and policy dates.
- 03
Issue or escalate
If the policies support every requirement, the certificate is generated in the AMS with the right holder, description of operations and attachments. If not, a licensed person decides whether to request an endorsement or tell the holder no.
- 04
Send and file
The certificate goes back to the requester and is filed with the request that produced it, so you can show why each certificate says what it says.
Where people stay in the loop
Routine requests from standard holders on existing policies can be measured and released first. New endorsements, contracts asking for more than the policy provides and unusual holders stay with your team.
The systems it works with
Certificates are issued from your AMS so that the agency's record stays complete, and requests are read from the shared inbox or portal where they arrive today.
Built around the AMS you already run
Including Applied Epic, Vertafore AMS360, Sagitta, BenefitPoint and QQCatalyst, HawkSoft, EZLynx and Momentum AMS. Product names and logos are the trademarks of their owners, and Bluegrass is independent of every vendor shown.
When to build it, and when to buy it
Certificate tools range from AMS add-ons to standalone platforms, and an agency whose requests are mostly routine and whose AMS has a good built-in option should usually start there.
A custom system earns its place when requests come with contracts to read, when the remaining manual work is still a team's worth of time or when certificates share a document pipeline with other workflows.
We hold no reseller agreements, partner quotas or revenue share with any vendor, so a recommendation to buy is made on its merits.
What this work costs you today
A quick way to put a number on the problem before talking to anyone, using your own figures rather than ours.
Enter your volume and the minutes each one takes to see what the work costs in a year.
The numbers stay in your browser and are not stored or sent anywhere. Bring the figure to the first call, since it is the baseline any system should be measured against.
Questions about certificate of insurance automation
- Does it read the contract or only the request email?
- It reads both, because requirements are often buried in the insurance section of a contract or vendor agreement, and reading them is where most of the manual time goes.
- What happens when the policy does not meet a requirement?
- A person sees the gap, for example a missing waiver of subrogation endorsement, and decides whether to request it from the carrier or explain the position to the holder.
- Can it issue evidence of property insurance as well?
- The same approach covers the ACORD 25, the ACORD 27 and 28 evidence of property forms and holder-specific formats, subject to what your AMS can generate.

A senior team that has done this before
We are a small, entirely senior team with fifty years of combined AI engineering, multiple granted patents and Y Combinator founders, from Yale, MIT, McKinsey, Goldman Sachs, Microsoft and Vista Equity Partners. The people who scope your work are the people who write the code.
Selected work
We built the AI transformation roadmap for a top-50 P&C brokerage, and it is saving the firm millions of dollars in vendor fees it did not need to pay.
Clients include some of the largest banks, RIAs, fintechs and AI labs, as well as a top-3 P&C carrier, a top-10 P&C brokerage, a top-5 trucking brokerage, a leading specialty MGA and a leading trucking MGA.
We run only 3 to 5 engagements at a time, so that every client works directly with the senior team.
